Regulation & Ethics

The project activities involve the deployment and use of AI-based systems, which are involved in the development of autonomous systems, optimisation models and visualisation tools, which can be challenging from ethical perspective.

The HURRICANE consortium will involve top level-experts who will provide legal, ethical and societal research and ensure that all project activities are compliant with EU/national (even regional) laws, in particular those dealing with autonomous systems, communication infrastructure, disaster risk management and artificial intelligence.

An ethical advisory board has been elaborated for external revision of project deliverables. More specifically, the work will focus on:

  • Legislation related to UAVs: EU laws & standards will be monitored, for instance Commission Implementing Regulation (EU)2021/666, following news released from EU organizations such as EASA. National policies, in particular the ones from countries involved in pilot implementation, will be followed, such as “Décret n° 2022-712” in France.

  • UGV-related regulations (in particular, autonomous systems and robots): HURRICANE partners will follow standards such asISO (ISO 8373:2021, ISO 18646, ISO 22166, ISO/TR 23482), CEN, ASTM F45. Also, autonomous navigation can also be subjected to  autonomous vehicle framework. The current regulatory framework, whether at the EU and national level, is currently evolving due to the emergence of these new technologies (as an example, UNECE is progressively amending the Vienna convention that forbids driverless vehicles).

  • Cybersecurity: The project strongly relies on IT technologies, thereby EU Cybersecurity rules will also be monitored, such as the EU Cyber Resilience Act released that established hardware and software requirements.

  • Artificial Intelligence: This is a dynamic topic, whether on technological aspects or legal framework. As a first step, the consortium partners will actively follow the evolution of the regulations at EU & national levels. As a first step, the partners will ensure compliancy with Artificial Intelligence Act - COM/2021/206 final. Also, as mentioned in the section “Ethical dimension of the objectives, methodology and likely impact”, the project will design & develop the technologies according to the seven requirements listed in the Assessment List for Trustworthy Artificial Intelligence (ALTAI). These practices are close to “Ethics guidelines for trustworthy AI”, EU White Paper on Artificial Intelligence.
